Two key appointments to the Integrated Care Board for Bristol, North Somerset and South Gloucestershire

The Integrated Care Board (ICB) for Bristol, North Somerset and South Gloucestershire (BNSSG) has appointed to two key director posts.

Deborah El-Sayed has been appointed as the ICB’s Director of Transformation and Chief Digital Information Officer; and David Jarrett has been appointed as Director of Integrated and Primary Care.

The ICB is the new statutory body within the wider Integrated Care System (ICS) for the area, known as the Healthier Together Partnership. Together, the 10 partner organisations which make-up the ICS, work to improve health and wellbeing, reduce inequalities, and provide integrated services for the one million people living in Bristol, North Somerset and South Gloucestershire.

Following Royal Assent of the Health and Care Bill in April, ICBs will came into being across the country on Friday, 1 July 2022.

Deborah El-Sayed’s career spans over 30 years in the NHS, incorporating primary, secondary, mental health and learning disability services. She has been Director of Transformation for the BNSSG Clinical Commissioning Group since 2017, and has held system responsibility for digital, mental health and integrated care. This has included system leadership in establishing our Locality Partnerships and forging international and local partnerships to support a focus on place-based care.

Prior to joining BNSSG, Deborah held a range of national positions including the Director of Digital at NHS England, where she led a diverse portfolio of national services including the NHS Pathways clinical triage system, NHS.uk and electronic referral services. She has been responsible for the production and implementation of NHS data standards, and the design and delivery of national digital systems including NHS 111 online. She also initiated the national digital inclusion programme.

David Jarrett has been working in NHS management roles since joining the NHS General Management Training Scheme in 1997. He spent several years in hospital management roles, including 10 years at North Bristol NHS Trust as General Manager for Surgical and Women’s and Children’s Services.

David moved to South Gloucestershire CCG as Director of Operations in 2013, and then in 2017, was appointed as BNSSG CCG’s Area Director for South Gloucestershire and Bristol. More recently, he has also been executive lead for primary care development.

“Deborah will also lead several major digital transformation projects that will drive significant improvement to services and improve people’s access to care.”

“David has strategic responsibility for primary and integrated care for the ICB. The role has responsibility for the development and full delivery of our six Locality Partnerships, which are already making great strides in designing services to meet the unique needs of their local populations. David will be working closely with colleagues across the primary care community to implement the strategy.”

“David will also be responsible for the development and delivery of an intermediate care strategy for our system, giving people the support they need in the community by joining-up services across local councils, the NHS, and other partners.”
