Accreditation of Independent Sector Healthcare Providers

The Health and Care Act 2022 introduced a new procurement regime, Provider Selection Regime (PSR), to follow when selecting providers of health care services in England. PSR came into force on 1 January 2024.
Integrated Care Boards (ICBs) are required to follow PSR when procuring health care services, in accordance with NHS England’s Provider Selection Regime statutory guidance.
Under PSR, commissioners must identify which provider selection process is applicable for the health care service being procured and are required to establish and apply transparent, proportionate, and non-discriminatory criteria.
PSR route direct award process B facilitates the effective operation of choice by ensuring that prospective providers, including those that do not have a contract with an ICB or NHS England, have an opportunity to be included on the list of providers from which patients are offered a choice of provider.
When a provider approaches a commissioner seeking a contract to provide health care services to which patient choice applies, commissioners will need to assess whether the provider is qualified to offer the services.
This obligation applies on an ongoing basis and to comply with this requirement, Bristol, North Somerset and South Gloucestershire ICB have developed a qualifying criteria process for providers to seek accreditation.
